Unless employers, and other businesses or shops, provide absolutely secure facilities for locking bicycles, theft would be rampant in any urban area. Most cyclist will lock their bikes in a most insecure fashion. The standard bike locks are a joke and can be "snipped" in a matter of seconds by even the dumbest of thieves.
