Electric field does have dimensions. Note that they aren’t [L]^3, which are
the dimensions of empty space.
Nevertheless, an electric field is a property of empty space.

Note that to detect it, we typically put something material in there. But
the electric field was there even before we put something in it. We didn’t
create the electric field by the thing we put in it.

I’m sorry but this isn’t true. When you design a detector to detect
something, you don’t want the detector to CREATE the thing you’re trying to
detect. In fact you want the detector to disturb what you’re measuring as
little as possible. So when you measure the permeability of empty space,
the idea is to use a detector that doesn’t significantly disturb that value
at all. You don’t want to measure permeability of the detector, you want to
measure the permeability of the space without any detector in it.

It’s the whole point of measurement, to not affect the value by the method
of measurement.
