It's almost certainly true. The SOP of the FSB is to compromise *everyone* they can. So it's likely to be offensive to his wife (a prostitute telling him that's what she is and doing it anyway, or a male, black Russians are more often racist) or perhaps in some way to the more general public - e.g. under age or a really crooked case of insider trading. Berlusconi was compromised and is now nothing more than a sock puppet for Putler. The FSB also like to reward those it's compromised with gift's (eg more sex or more money) but even the gifts are used to tighten the FSB's hold if needed.
