Aerodynamics is far too complex an issue to admit simple yes/no or
one-size-fits-all type answers.

Does a rear spoiler (not wing) cause a down pressure?  The answer
depends on many factors and it can be either "yes" or "no."

But a sad fact always remains: A lot of spoilers exist only for visual
effect and don't do anything at all (at least not intentionally).
