Both "speed of sound(1)" and "speed of sound(2)"
are defined wrt a coordinate system, as any speed,
including speed of light.

Speed of sound(1)
is defined wrt any coordinate system.
It can be even zero,
if medium speed equals to Speed of sound(2)

Speed of sound(2) as the medium material constant
is defined wrt coordinate system where medium is in rest,
for given external conditions like temperature and pressure.
For solids, the vibration mode also matters.
For anisotropic solid, also direction matters.

Furthermore, the average speed measured along the distance
is not the same quantity as speed,
even if they have equal values for a constant velocity.
Equal values and equal units
do not make 2 physical quantities identical.

BTW, massless photons behave like waves
as much and as little as massive particles.
