From what is disclosed, it appears that the phasing of the arriving signals is used for really fine positioning. The triangulation idea is only a preliminary exercise. One thing is certain, the operators have finally realized that it is far better to estimate distances with absolute wavelengths than with the variable speeds of radio signals. I could have told them that years ago. --
