It has nothing to do with 1905. The fundamental criteria are that all the orbiting clocks are in absolute synch and their ephemeres are accurately known. For extreme accuracy, small corrections are applied to the signal arrival times depending on whether the satellites are rising or falling, proving BaTh. That is a very simple correction.
