The context is C programming - and what the C standards say overrules what happens to be the implementation details in some systems, precisely because implementations can vary so much. The standards are the /only/ fixed references we have - so they are the context unless explicitly stated otherwise. > If the Standard had included the following two notes: > > 1. Programmers /don't/ have to jump through hoops for portability when the target platform is known. You can write C code that it is tied to a specific target (processor, compiler, etc.) rather than portable code. This is one of the key uses of C from its first inception, and is a key use of it today. /Some/ code has to be maximally portable, some code has to be portable within certain limitations, and some code does not have to be portable at all. > Such > statements would have been viewed as insulting and condescending (which is > likely why no such statements appear in the Standard) but I don't think > anyone could reasonably argue that the authors of the Standard intended the > opposite. > You regularly claim to know the minds of the standards authors, and seem to think you know what they meant but did not write. Just because you cannot see any written evidence why might not have meant something, does not mean that they actually meant it but for some reason didn't write it.
