Well that must be Raspbian specific. In Ubuntu it is
/etc/dhcp/dhclient.conf
Anyway you cannot not set you IP with the client configuration, you set
what the client send to the DHCP server... You can setup an alias
interface though, from man:
alias {
interface "eth0";
fixed-address 192.5.5.213;
option subnet-mask 255.255.255.255;
}
But if you really want to set a static IP on your interface I would say
/etc/network/interfaces/interfaces.d/ is the correct place to do it.
