You seem to have succeeded in switching to UTF-8.

I've told Thunderbird in no uncertain terms to use UTF-8, but it's still 
using windows-1252. Sometimes I just want to take Thunderbird and 
Firefox out to the bonfire, because they are the worst newsreader and 
browser imaginable (except for all the others).
