The C89/90 grammar says
declaration:
declaration-specifiers init-declarator-list[opt];
declaration-specifiers:
storage-class-specifier declaration-specifiers[opt]
type-specifier declaration-specifiers[opt]
type-qualifier declaration-specifiers[opt]
and then
type-specifier:
void
char
short
int
long
float
double
signed
unsigned
struct-or-union-specifier
enum-specifier
typedef-name
This leaves no possibility of having an empty set of
'declaration-specifers'. In this grammar there's no way do derive a lone
'a = 10;' in the middle of the file .
Later in the text it says
"Each list of type specifiers shall be one of the following sets:
...
- int, signed, signed int, or no type specifiers
..."
But even tough it says "or no type specifiers", this does not override
the requirements of the grammar. The "no type specifiers" part simply
means that the set of 'type-specifier' sequence can be empty if
'storage-class-specifier' or 'type-qualifier' is present.
