Agreed.

I also see this with other syntactic conventions such as all-caps for
enum constants and #define'd constants.  What do you do if one of these
is changed to a "static const int" ?  Or vice versa, when you try to use
"static const int" first to be a little more modern and structured, but
later find C's const is not really as constant as you'd like and you
have to change to a #define'd literal?  To code that /uses/ these
values, it does not matter at all whether they are "static const" or
#define'd constants (assuming both are allowed in that context).  But
after the change you must either rename every use, or have inconsistent
conventions.
