I'd temper that further:
The right language *features* go a VERY long way towards
the success of meeting a particular requirement set.
(languages just represent particular feature *bindings*
with variations in syntactic sugar)
I.e., even the wrong set of language features doesn't *preclude*
success; it just makes it considerably more of an effort to
attain!
