Yes, would be. But there no such apparatus to measure a frequency that 
high. Also, in countable mode. Since doing such, a minimum a Comparator 
would be necessary.

You just display you ignorance. Once an EM emission is modelled as an 
Wave, you have no escape nor alternatives.
