The 'ionospheric delay' idea is a broad term used as a cover for lots of other errors that need correcting....eg., variable signal speed, acceleration while falling, orbit ephemeris, etc. The time taken for signals to reach the ground is obviously crucial and offers a multitude ways to avoid the truth...that the signals move at c+v.
