Man, why can't they stick with the tried-and-true method, gerrymandering? :-D I grew up outside of Chicago. Now, you want vote rigging, live there. All the dead would rise on Election Day to vote for Mayor Richard J. Daley. And if you weren't dead, a bottle of cheap muscatel would be enough to ensure your loyalty.
