The definition, if that is what it is, is so fucking vague as
to be totally worthless.

An OS, like Linux, executes in protected space, or "Ring 0"
as it is known in the Intel universe.

GNU/Linux is the minimum "user space" software and libraries
that are necessary for a user to interact with the kernel and
hence with the hardware.

Only a command processor (e.g. bash, csh, etc.) plus a C library
(e.g. glibc) are necessary for a fully functional OS.
