Theoretically, that's true. That's why I refused to believe it when people told me that back in the early 2000s. However, in my own experience, deleting those files indeed declogs the system and increases performance. If you have a Windows machine, I would suggest that you _not_ delete those files for a year and then delete them once 365 days have passed. Do nothing else; don't clean the registry or defragment. If the performance improves, you'll know I'm correct.
