Since every part of Linux is a separate project, it kind of makes
sense that it would be that way.

By default, Ubuntu won't be able to read exFAT so it's definitely not
a part of the kernel. However, installing exfat-fuse and exfat-utils
remedies that problem. It takes about 10 seconds to do.
