That's not what's proposed.

Lots of things, but the most compelling of these is the fact that as a 
general trend, things that are only gravitationally bound are getting 
further apart and have been for several billion years. Notice that we 
know not only that they are getting further apart NOW, but that they 
were also getting further apart a million years ago, and also getting 
further apart a billion years ago. How do we know that? Because light 
does not travel infinitely fast, and so the further we look, the further 
back in time we are looking. What we have in astronomy is a time machine 
into the past, where we can look at how things were a long time ago, 
just by capturing images that have been traveling a very long time.

So if things have been getting further apart for a long time, with a 
well measured expansion profile, then you also know when everything was 
on top of each other. There is a definite date for that in the past. 
This doesn't mean that there was NOTHING before. What it does mean is 
that the Universe as we see it now wasn't anything like what it was back 
then. Thus it is a foolish statement to say "The Universe has Always 
Been". You might as well say "Humanity has Always Been" when there is 
absolutely no evidence for it and an abundance of evidence that humanity 
has NOT always been.

I'll finish here with a simple observation that the fact that YOU DO NOT 
UNDERSTAND the Big Bang is NOT EVIDENCE that there was never a Big Bang. 
The world does not merely consist of things you understand, John.
