On my Android phone all the apps show no icon when my Chromecast devices 
are powered down (TVs turned off).

On my PC's Chrome browser the icon is always there. Only when I select 
it does it search and then tell me there's "device missing".

On my Samsung tablet The icon is always there. When I select it, it 
lists my (dead) devices. Only when I select a device from the list does 
it tell me that it can't be found.

Personally I prefer the no icon = no device. Much easier IMO.
