Why do you say that?  What do you think the E is in the div(E) and 
curl(E) equations?  Specifically div(E)=r_E is the action of static 
unmoving electric charges (r_E).

It is the J_E term that represents current or the flow of charge, 
creating a magnetic field, curl(B).
