That would seem natural.
Neither "static" nor "const" will change the efficiency of the generated
code (assuming basic optimisations), since the compiler can see that
maxval never changes and cannot be accessed outside the function. My
normal practice here would be to make maxval const, but not static -
since it is obvious that the value is a compile-time constant, there is
no need to ask the compiler explicitly to preserve it across function
calls by adding "static". But it is not something I would be
particularly concerned about.
