Generally, yes.

But be aware that Google Play store offers you
to install only apps compatible with your device.

While majority of apps are widely usable,
some may be incompatible
with the target device HW or the Android version.

Such incompatible apps would not be normally offered
to the target user by the Google Play Store if searched/browsed.
