All of the IBM mainframe languages used the same linker so you could overlay programs written any of them so long as you could tell the compiler to generate separate object modules. I never used IBM mainframe overlays, but in the 1980s I used a MS-DOS linker that worked almost exactly the same way to fold about 800K of C code into the 640K DOS address space.
