No, you don't want to bother with any of that.
You declare your function, variable, type, etc where it normally lives,
and it's then available everywhere else without having to worry about
location and ordering (depending on visibility control).
I assume that's what Rick on about, but that really needs a module
system (he's doing a new language so no problem).
Otherwise, just allowing out-of-order declarations of functions in one
module is fairly straightforward, and could be done in C with a simple
external tool. Doing it with any other entities though is harder; and
within a function, block scopes make that very tricky. But again, with a
different language, it can have new rules.

You don't want the hassle of either defining addint() before all
references to it, or having to write a forward declaration, which
repeats much of the function signature, at the top of the module.
