For a company with the resources of Microsoft they did an extremely poor 
job the first time around in telling buyers Windows on ARM was not Windows 
on x64. 

The second time around they were more forthcoming but still didn't have a 
native port of much of the software. Developers remembered the first 
fiasco and other Microsoft shooting star projects and stood back to see 
what was going to happen.  They appear to again have lost interest while 
chasing AI.
