Whatever it is that you are trying to say is certainly concealed by your 
inadequate wording.

It is not a trick question. Try proving how and why the wheel makes an 
extra rotation as it rolls around the outside of a circular rack....or 
how it rotates when taken around any circular path. It is not obvious.
The wheel can follow the same path without rotating at all.
