Notice you can scroll that page, and the header block stays in place. 
For whatever reason, they chose to put the labels in a weird position.

The source for that simple page is around 4700 lines of HTML. 
Incredible.  Isn't there a shorter way?

Since it's not clickable anywhere, couldn't that entire table (with 9 
columns and the dots) be one .gif or .jpg file, or some other '1-piece 
object'?  Seems like that would make the HTML extremely simple.
