To be clear, he is not blocking safeguards. He is saying slowing done AI development is not a good idea. He is correct in saying that, because if the competition (China, Russia) does not conform to those guidelines, they will end up with far more potent and aggressive AIs than those of OpenAI and Anthropic. Have you read Neal Stepheson's cyberpunk novels 'Snow Crash' and 'Cryptonomicon'? In there human agents don headgear and penetrate enemy cyber-defences, a bit like (virtual) fighter pilots navigating a war zone. Considering the novels were written in the 1990s - well before current AI developments - they are quite visionary.
