Sounds to me that like charges attract, not repel. Then you are not applying logic well. You can always FORCE electrons to live close to each other by application of a force, such as with an electric field (which is how both current in a wire and charge and a capacitor work). In much the same way, atoms in a gas like to disperse, but because of gravity, the atoms in our atmosphere are more bunched together closer to the ground than they are in the stratosphere.
