Then you are not applying logic well. You can always FORCE electrons to 
live close to each other by application of a force, such as with an 
electric field (which is how both current in a wire and charge and a 
capacitor work). In much the same way, atoms in a gas like to disperse, 
but because of gravity, the atoms in our atmosphere are more bunched 
together closer to the ground than they are in the stratosphere. This is 
straightforward high school thinking, Archimedes.
