Absolutely. Every time it gives people the impression that it might 
have, finally, made something decent out of itself from screenshots, 
actually using it shows that it has barely improved since the year 2000. 
It was awful then and it is still awful now.

For good reasons. The only people who swear by it are the people who 
work in IT in an administrative role. For them, it is easier to deal 
with Linux issues on servers and the like. Anyone else prefers the 
Windows desktop.

I encourage anyone to go out and download Linux as well to install it. 
If they keep it, it will be a series of compromises. If they don't, it 
might have caused irreparable damage to their partitions yet given them 
every reason to understand WHY it hasn't succeeded.
