You are preaching the GR gospel again. Shame on you. The GR correction 
was included because some desperate dingleberry conspirator managed to 
convinced some influential idiot at that top that it was necessary. It 
isn't necessary because it doesn't matter one iota what frequency is 
used, the only criterion being that all orbiting clocks are in absolute 
synch with each other.
Fortunately, the GR correction does not destroy the whole system because 
the receiver clock reading is totally irrelevant.

The clock rates are offset by

Who cares? It could be anywhere in that range.
