Hydrogen bonds are not able to make H2O molecule linear.

A molecule need not to have a dipole moment to be polar.

CO2 molecule, even if linear and without dipole moment,
is still polar because of local polarities
and local dipole moments.

Liquid or supercritical CO2 is used as a polar solvent,
e.g. for extraction of polar caffeine from coffee.
