at 80% full voltage should be ok.

the biasing on the tube may stray out too far if HV is too low, then 
distortion, low gain.

Filiments, could go 70%, you can run DC instead of AC as long as total 
power is the same. (depends on which tube type, there are some old tubes 
that take a few amps for heater)

bias changed, perhaps a resistor cooked a little more, or a C went more 
flaky.

I'm assuming you have an old set, with orgional R + C's
