I can tell you that pulse does not work with a Cisco SPA-2102 ATA (VoIP adapter). Those phones have the electronics built into them, so they don't generate either pulses or tones. Same with a "soft" phone, which uses your computer for the hardware and its ethernet connection for the wire.
