John, people understand how neutrinos are created.
When a neutron decays into a proton, that's a down quark converting to 
an up quark by the emission of a W-, which in turn decays into a lepton 
and an antinueutrino, usually an electron and anti-electron-neutrino. 
This process is called beta decay and it's common in both radioisotope 
decays (like carbon 14) and in nuclear fusion processes (like in the sun).

Likewise, there are decays of heavy charged leptons into lighter charged 
leptons, which involves the emission of neutrinos and antineutrino. A 
common example is a cosmic ray muon, which decays into a muon-neutrino, 
an electron, and an anti-electron-neutrino.

These are all examples of weak charged current interactions, and there 
are also weak neutral current interactions.
