One of the challenges of managing almost any organizations is knowing 
you'll have a few stars, a good deal of competent workers when given 
direction, a tranche of semi-productive clock watchers, and a bottom 5 to 
10% that should be put out of their misery. Brooks touched on that in 'The 
Mythical Man Month'.

That's one reason why startups often don't scale well.
