There's a setting especially for this. On my Pixel 10 it's:

Phone app > Settings (hamburger menu) > Blocked numbers > Unknown: Block
calls from unknown numbers

(Roughly translated from Dutch.)

This way, every number that is not in your contacts is blocked.
