Individual stars orbit through both regions, spending more time in high density regions. High density encourages formation of new stars, including bright, short-lived massive stars. These stars make the arms even brighter, and they burn out before they move through the low density regions, so they are dimmer. Notice you can have it so that the stars of the galaxy revolve around the center but the arms themselves are stationary. I've seen somewhere animations that mark one star as a separate color so you can see it enter and leave the arms as it orbits.
