Uhhh, that particular bit of "code" makes sense only if you think
it proper that a programmer couldn't make an single application that 
can handle <laughing> 32-bit versus 64-bit "ODBC".

Maybe some pointy-hair at Microsoft thought it would "cause confusion"
or take too much "testing".
