You mean covered in rubber? Are you QUITE sure of that? I think you 
should rethink. What happens to the free charges in the conductor when a 
charged object is brought near?

As I said, with a balloon it's easy.
But for larger solid objects, it's harder. Remember that what holds a 
solid together is also an electromagnetic interaction. Put in too much 
excess charge, and now its solidity gets compromised. Also remember that 
the atoms in the air will break down if you accumulate too much charge 
in one place, and then you won't have that excess charge on the object 
any more.
