Exactly.
They are often low yield, and very controllable.
Most of the radiation would be contained in the building dust.

NOTE: I a not saying this was used on 9/11, but I will consider it a 
possibility/hypothesis until someone can prove it wrong.

...And proving it wrong requires facts,....not just saying it's "kookdom" or 
"kooktalk".
