"Accessing a volatile object, modifying an object, modifying a file, or
calling a function that does any of those operations are all _side
effects_, ..." (5.1.2.3p2).

The phrase "side effects" is italicized, and ISO convention indicating
that this sentence is the official definition of that phrase. Notice
that it is only accessing a volatile object that is relevant.

"What constitutes an access to an object that has volatile-qualified
type is implementation-defined." (6.7.3p7)

Therefore, whether or not initialization of a volatile-qualified object
with static storage duration counts as accessing it must be defined by
the implementation.
Even if an implementation did document the order of initialization of
such objects, I'm not sure what use could be made of that information.
Could you give an example?
