Not sure if any of the current ones do, maybe some of the smallest
embedded ones, but a couple of the early RISCs had "multiply step",
which you needed several iterations of to get a complete multiply.

Both SPARC and MIPS did that (although both have long since added
proper multiply instructions), perhaps others as well.
