As you say, friction causes the tidal bulge to not be directly "under" the moon, earth's rotation makes it lead the moon. The gravitational attraction of the bulge pulls the moon forward in its orbit, transferring energy to the moon. This increases the distance of the moon so some of the energy increases the gravitational potential energy of the earth-moon system due to the increased distance. Conversely, the moon's pull on the bulge works against the rotation of the earth, causing the rotation to slow down. We just had a leap second, in fact, partially due to this.
