I asked this a while ago, thinking it was time to move on from the rather
elderly-looking GEDitCOM. But having looked at the alternatives I came back to
GEDitCOM. It does have a very old-fashioned interface, but is very
configurable, sticks closely to the GEDCOM standard and is actively
maintained.

Having said all that, I see it's now $65, which makes it not quite such a
no-brainer as it might once have been! Anyway, worth a look:
