Even a perfect test would always give implementation specific results,
which might be subject to change.  FWIW, the SQL 92 specification[1]
states in section 20.2 <direct select statement: multiple rows>:

| If an <order by clause> is not specified, then the ordering of
| the rows of Q is implementation-dependent.
