With mutation:
char foo[]="foo";
remove_subsequence(foo,"oo");
assert(0==strcmp(foo,"f"));
Without mutation (functional API):
assert(0==strcmp(remove_subsequence("foo","oo"),"f"));
char foo[]="foo";
assert(0==strcmp(remove_subsequence(foo,"oo"),"f"));
assert(0==strcmp(foo,"foo"));

This is why you should not talk about them and instead just specify
functions.
It if it worth providing syntax for those functions, this can be done
later.
Syntax would change the language, functions would not.

Nope, since you will need to write a new compiler, or at least, a
pre-processor with a full parser. It's much easier to just write it in
C by defining normal C functions.
