Thank you for the clear statement.
I strongly disagree.
You want to require all implementations to document, for example, "The
order in which subexpressions are evaluated and the order in which side
effects take place, except as specified for the function-call (), &&, ||,
? :, and comma operators (6.5)" (which is currently unspecified).
You want to require all implementations to document "The layout of
storage for function parameters". You can refer to function parameters
by their names; why do you need to know how they're laid out in memory?
You want to require all implementations to document "The order and
contiguity of storage allocated by successive calls to the calloc,
malloc, and realloc functions." How long do you think a complete
specification of that would be, and how would it be useful?

(5.2.2 is "Character display semantics".)
The latter is settled. The current C standard (C11) requires errno to
be a macro.
The standard does not require headers to be human- readable. I suppose
you'd want to add that as a requirement.
